It is a very good question. Which is the current best smartphone to buy is Subjective, It depend what is your 4 factors namely : 1) Technology Trend(current minimum specs which will make your future proof and not outdated for atleast 12 months from date purchase(,2) Your Budget ,3 Time (when i have written this answer - 15th December 2015 as my answer ay or may not be helpful as new phones are launched.) and 4) Brand and Customer service of the company.
Please also note that i am writing this for the people looking to buy a phone priced below 15k as i think that will help a lot many people instead of just a few who can afford an iphone 6s for 70k :)
Now that we have the factors in Place. Lets analyse and Find the best smartphone for you
1) Technology: At the time of writing this post the minimum standard is 1) Android Lollipop (Upgradeable to Android Marshmallow).2) 3GB of RAM for lag free experience 3) 4G enabled as it will be fututre proof 4) Full HD display(1920x1080) as this is the best quality of screen + the screen should also include Gorilla Glass 3 protection (Know more on Gorilla Glass 3 click here) 5) 64 BIT Octacore processor either from Mediatek or Snapdragon. 6) Camera must have a 13 mp or above Back camera + a Sony/Samsung Sensor for best results and Front must be minimum of 5 mp.
The technology has narrowed our search for best smartphone quite a bit. Lets move to next factor

4) Brand and After sales. : The Smartphone market in India has many companies however it is important to know that a good brand not only gets new customers but takes care of old ones. I called the customer care of many brands and my recommendations are based on the response i got and the complains i saw on the internet. All had mix of good and bad reviews as such is case with any consumer company but i have tried my best to do research recommend ones with better after sales.

Wickedleak Wammy Titan 5 :1.3 GHz (64 bit), Dual SIM (4G), 5.5 inch HD, LP, 3GB/16GB, 13MP/5MP with Samsung Sensor, 4165mAh = Rs. 13,999 AdvancedFingerprint Sensor like Iphone 6 is good plus. ( Value Buy : After sales is good but fairly new company.) (Review , offical website)
XOLO Black 1x :1.3 GHz (64 bit), Dual SIM (4G), 5 inch FHD, LP 5.0, 3GB/16GB, 13MP+2MP (dual)/5MP, 3200mAh = Rs. 12,999. (Good Buy)
Huawei Honor 6 :1.7 GHz, Single SIM, 5 inch FHD, KK 4.4, 3GB/16GB, 13MP/5MP, 3000mAh (non-removable) = Rs. 14,999. (Over priced as it has outdated Android Kitkat)
OnePlus One : 2.5 GHz, Single SIM (4G), 5.5 inch FHD, JB, 3GB/16GB, 13MP/5MP, 3100mAh (non-removable) = Rs. 18,998. (Over priced but good one)
