I don't have a laptop, can I learn programming with my Huawei Y320?

In theory, yes.
In reality, make a sanity check because it will be a lot of trouble! You might read some eBooks about programming but writing real code on a mobile device is like building a wooden rocking chair with nails and the back-end of a small screwdriver... In the end, you could succeed. But is it worth the trouble?
For about $40 you can buy a Raspberry Pi and you would need a monitor or TV with a HDMI port and preferably a wireless mouse and keyboard. It provides you a complete Linux environment which is more useful for programming than your phone and still not very expensive. Better yet is to purchase a laptop.
