Can I make a cluster with my old mobile phones?

Old android phones. Yes you can make them to work together, but not as a classic cluster. Cluster running OS like Hadoop need Ethernet and good networking specifications from each node, else you don't get advantages from a cluster.
To make a complex informative system you don't have to scrap the OS, but rooting helps. You can add a FTP server, a SSH server, a IP camera server and you can see the videocamera, mount the file system and do maintenance like rebooting it, make photos, move files, launch apps and recurring tasks.
They can also serve as a NAS or router. A phone can use his WiFi as hotspot and provide a network for guests or a LAN.
Sharing RAM and CPU is not worth it, as it would have a big latency.
To get around the battery issue, you can solder to the phone pads a 4.2v regulator and power them via usb. Repairing the charging circuit may not be worth it.
Feature phone or Windows Phones can't get Linux even if in theory they could support it mainly because they are closed source. Feature phones can be still used with some hacks as GSM transmitters.
