that are not otherwise available without Jailbreaking. I have an iPhone 6 running iOS 8.4. It's Jailbroken and Cydia is not installed. Cydia and a Jailbreak are two very different things, but they both work together to help users get the most out of their devices. This is why Cydia is often bundled into Jailbreaking tools. By default, iOS is Jailed, meaning it hides the filesystem from the user. The Jailbreak itself is unsigned code that makes any "jailed" UNIX system open source. So, even if you could install Cydia without a Jailbreak, it would be utterly useless. Yes, it would probably run, as newer versions don't require root, but you wouldn't have permission to install anything. I only Jailbroke my iPhone to install OpenSSH and mTerminal. After that, I just uninstalled Cydia substrate, as I have no further use for it.
